Are YOU already behind for first quarter reporting? Read carefully below to determine if you are on track.
EPA expects three times as many first-time XML reporters in April 2009 as compared to January 2009 and April is almost here! Those who are participating in the ESC|SafePassage Program - A Smooth Transition to XML will be prepared, but are you?
Important tasks to complete BEFORE April 1, 2009:
- Download and install the Production version of the Emissions Collection and Monitoring Plan System (ECMPS) Client Tool for 1Q09 from the EPA website:

- Evaluate the Monitoring Plan for all of your reporting units in the Production version of the ECMPS Client Tool, resolve ALL errors and submit your final monitoring plans to EPA. You DO NOT have to wait until April 1 to submit your Monitoring Plans! Do it as soon as possible.
- Import the final version of the XML Monitoring Plans into your ESC|StackVision servers.
- Enter all first quarter QA tests into ESC│StackVision, generate your QA/Cert XML EDRs, import them into ECMPS, evaluate in ECMPS and submit to EPA. You DO NOT have to wait until April 1 to submit your QA/Cert XML EDR data!
- Make sure ProcessNow runs without errors on ALL of your ESC|StackVision servers.
- Generate and evaluate partial first quarter 2009 XML QA/Cert and Emissions Data EDRs with the Production version of the ECMPS Client Tool. Correct all errors before April 1, 2009.
If you have not ALREADY completed the following tasks, you are BEHIND for April 2009 XML reporting:
- Download and read the release notes for ESC|StackVision Version 2.3, Service Pack 4, which are available under the software download area of the ESC website:

SP4 is a required upgrade for 1Q09 reporting in XML format. In addition, SP4 is a prerequisite for any ESC Support or services during April. ESC anticipates posting SP4 to our website on or about March 23, 2009. You MUST have Version 2.3, Service Pack 3 installed to upgrade to Service Pack 4.
- Upgrade to ESC|StackVision Version 2.3, Service Pack 3 NOW on all of your StackVision servers.
- Download and read ESC's Transition to XML Reporting Guide from the ESC website (go to Support => ESC|StackVision Support => KnowledgeBase, and then select XML/ECMPS and Transition to XML Reporting Guide). This 22-page guide includes steps to transition to XML reporting using StackVision, including nine of the most common StackVision configuration changes required for XML reporting.
- Follow the link below to install XML Notepad on the ESC|StackVision server. This will allow ESC Support personnel to troubleshoot XML files when accessing your system: http://www.microsoft.com/downloads/details.aspx?familyid=72d6aa49-787d-4118-ba5f-4f30fe913628&displaylang=en
- Download and read about EPA's new CROMERR requirements. CROMERR stands for Cross Media Electronic Reporting Rule and provides the legal framework for electronic reporting to EPA. Read more here:

- Download and complete an "Electronic Signature Agreement" form to comply with the CROMERR requirements. Any user who is authorized to submit data to EPA (via the CBS or ECMPS) must fill out the form and mail it to EPA via U.S. Mail or Federal Express. The rules require a wet-ink original signature on the completed agreement, so it cannot be faxed or emailed. Download the form here:
