Being in the cement industry is no piece of cake. Although there aren't many industries who have not suffered from the recent economic conditions, few have been hit as hard as the cement industry. Over the past few years, the economic downturn has caused a 25% decline in new home production and state highway spending.
On top of all of this, compliance with the new Portland Cement NESHAP and NSPS will present a challenge to the industry.
Included in the new NSPS rule, which is applicable to facilities that commence construction, modification or reconstruction after June 16, 2008, are requirements for:
- CEMS for PM or opacity, NOx and SO2 meeting the requirements of 40 CFR §60.13(h)
- Stack flow meter to measure and record the pollutant per mass flow rate for comparing to the applicable standard
- Monitoring of hourly and daily clinker production and kiln feed rates
- Inclusion of each pollutant’s 30-operating day rolling average period including all valid data obtained in any daily 24-hour period during which the kiln operates
Included in the new NESHAP rule, which is applicable to all facilities that commence construction, modification or reconstruction after May 6, 2008, requires:
- CEMS for PM, Hg, THC and HCL (if no wet scrubber)
- Stack flow meter to measure and record the pollutant per mass flow rate for comparing to the applicable standard
- Correction factors must be applied for certain pollutants which requires an O2 analyzer
- In-line raw mill operations must include mill on and off
- Inclusion of each 30-operating day rolling average period on all valid data obtained in any daily 24-hour period during which the kiln operates under normal conditions
Good News Is On The Horizon

Demand for cement products will continue to improve with predictions estimating a 13.3% jump in 2011 and an 18.7% expected increase in 2012 according to the Portland Cement Association.
